Building a Safer Digital World for Kids: Compliance Brief for ESOs Under Indonesia’s GR 17/2025

Big changes are coming for Electronic System Organizers (ESOs) with the issuance of Indonesia’s GR 17/2025 on Child Protection in Digital Platforms. One key highlight? Platforms must implement age-based access controls, high privacy settings by default, and comprehensive internal safeguards—particularly if children are reasonably likely to access the platform.

Under GR 17/2025, ESOs are expected to perform self-assessments, categorize risk levels, and redesign platforms to align with five developmental age groups. Requirements include parental consent flows, age verification, content filtering, and mandatory DPIAs, with strict bans on dark patterns and unauthorized child profiling.

While a two-year transition period is in place until March 2027, ESOs should act now to avoid operational disruption and potential criminal liability.
