Adapting to New Postal Regulations: A Compliance Guide for Postal Service Companies

The Ministry of Communication and Digital Regulation recently issued Regulation No. 8 of 2025, introducing important requirements for postal service providers (PSPs), including expanded operational coverage across provinces, stricter licensing rules, service standards, and cost-based tariff regulations to ensure fair competition.

The regulation also highlights the regulation’s approach to price discounts, whereby PSPs can apply discounts year-round as long as tariffs remain above or equal to service costs. Discounts that push tariffs below the basic service cost are only allowed for a maximum of 3 days per month. However, it is noteworthy that these requirements apply only to tariffs set by PSPs, and not to marketing strategies like free shipping offered independently by e-commerce platforms to consumers.
